Central Arizona Shelter Services (CASS)
The largest emergency shelter provider in Arizona — emergency beds, housing navigation, and support services for individuals and families in Maricopa County.

Programs that can help cover rent, electric bills, and deposits.
LIHEAP — Utility Assistance (Arizona DES)
The Low Income Home Energy Assistance Program helps eligible households pay electric and gas bills, and in some cases deposits. Apply through the Arizona Department of Economic Security.
APS Customer Assistance
APS offers discounted rates for income-qualified customers, crisis bill help, and payment arrangements if you’re behind on your electric bill.
SRP Assistance Programs
SRP’s Economy Price Plan discounts monthly bills for income-qualified customers, and SRP partners with local agencies for crisis bill assistance.
The Salvation Army — Arizona
Emergency rent and utility assistance, food boxes, and seasonal relief through local corps community centers across the Valley and statewide.
St. Vincent de Paul — Phoenix

Community Legal Services
Free civil legal aid for eligible low-income Arizonans — including eviction defense, landlord-tenant disputes, and help understanding notices you’ve received.
Arizona Tenants’ Rights (ARLTA)
The Arizona Residential Landlord and Tenant Act sets out your rights and responsibilities as a renter. The Arizona Judicial Branch publishes the act and plain-language eviction information.
